Seaport Security Infrastructure; adds seaport security infrastructure measures to list of projects eligible for funding by grant under Fla. Seaport Transportation & Economic Development Program; exempts such measures from certain matching fund requirements; provides for expiration of such provisions; authorizes seaports to request specified changes in purpose of work program projects; provides for allocation & use of specified federal funds. Amends 311.07.
