GENERAL BILL by Appropriations ; Home Defense, Public Security, and Ports ; Dockery ; (CO-INTRODUCERS) Atwater

Seaport Security; authorizes FDLE to exempt inactive seaport from certain requirements; establishes Uniform Port Access Credential System, to be administered by HSMV; requires seaports that are subject to statewide minimum security standards to comply with system's requirements by specified date; requires initial fingerprint-based criminal history check of card applicants, etc. Amends 311.12; creates 311.125.
