Governmental Reorganization; creates Dept. of State & Community Affairs; provides that department shall be headed by secretary appointed by & serving at pleasure of Governor; establishes divisions within department; requires appointment of Emergency Management Div. directors; provides for establishment of bureaus, sections, & subsections deemed necessary by secretary for certain purposes; provides responsibilities for records storage to DMS, etc. Amends FS.
