Long-term Care Civil Enforcement; clarifies liability of nurses employed by nursing homes; requires certificate of counsel certifying compliance with requirement to serve copy of complaint alleging violation of rights under specified provisions with AHCA; authorizes voluntary binding arbitration under specified provisions following presuit investigation & mediation of claims for resident's rights violation or negligence; provides legislative findings & intent, etc. Amends Ch. 400.
