Health Insurance; redefines term "local governmental unit" re certain group insurance for public officers, employees, & certain volunteers; revises minimum & maximum health insurance subsidies; revises contribution paid by employers of state-administered retirement plans; authorizes DMS to contract for actuarial study on providing for statewide retiree health insurance program, etc. Amends 112.08,.363.
