Governmental Reorganization; abolishes AHCA & transfers duties & responsibilities of AHCA to Health Dept.; repeals provision re AHCA; redesignates Agency for Health Care Administration Tobacco Settlement TF as Dept. of Health Tobacco Settlement TF; revises provisions governing duties & responsibilities of Health Dept. to conform to reorganization; requires Health Secretary to report recommendations to Governor & Legislature for implementing reorganization, etc. Amends Ch. 20.
