Educator Certification & Discipline; requires affidavit for educator certification; requires certified educators & applicants for certification to provide notification of change of address; requires certain agencies to provide unredacted documents to DOE for purposes of investigating & prosecuting certified educators; allows certain employers of educators to have access to expunged records, etc. Amends Ch. 1012, 943.0585,.059.
