Fla. High-Speed Rail Authority; provides definitions; provides that general public shall have full & unrestricted access to high-speed rail stations; provides that tax exemption granted authority shall not apply to any associated development or to income, sales, or other taxable transactions re associated development; requires specified contractors to provide surety bonds; provides requirements re such bonds, etc. Amends Ch. 341.
