Proceedings Relating to Children; revises definition of term "other person responsible for child's welfare" to include employees of, & volunteers at, specified institutions; includes public schools & religious organizations among specified institutions; increases penalties re reporting of sexual abuse of child; permits municipalities to require certain municipal employees to be drug tested. Amends 39.01,.205; creates 39.00145.
