Governmental Reorganization; (THIS BILL COMBINED IN CS/S186,2528) provides exception to departmental structure requirements; creates Dept. of State & Community Partnerships; provides that department shall be headed by secretary appointed by, & serving at pleasure of, Governor; repeals provisions re Dept. of State & Community Affairs Dept.; provides that Secretary of State shall become Secretary of State & Community Partnerships, etc. Amends Ch. 20.
