Land Development Regulation; prescribes duties of counties re platted lands development & to community & environmental welfare; redefines term "land development regulations" & defines term "land assembly or adjustment" for purposes of Local Government Comprehensive Planning Act; provides that land development regulations regulate land assembly or adjustment; prescribes duties of local governments re assembly or adjustment of certain subdivided lands, etc. Amends FS.
