JOINT RESOLUTION by Smith
Legislation by Initiative; constitutional amendment to allow legislation to be proposed by initiative, unless it provides for number or assignment of judges or jurisdiction of courts, is constitutionally prohibited or requires passage by extraordinary vote of Legislature, or changes boundaries of any municipality, county, or special, legislative, or congressional district, etc. Creates s. 20, Art. III; amends s. 10, Art. IV, ss. 3 & 5, Art. XI.
