Pawnbrokers & Secondhand Dealers; requires FDLE to administer statewide database of pawnshop transactions & acquisitions of secondhand goods; requires local law enforcement agencies to submit records of such transactions to department; amends provision re Florida Pawnbroking Act to specify form of petition under which claimant may bring action to recover possession of misappropriated property; provides rulemaking authority, etc. Creates 943.0546; amends 539.001.
