Military Readiness; provides legislative findings re compatibility of development with military installations; provides for exchange of info. between certain local governments & military installations; defines term "military installation"; provides that element re military readiness is mandatory element of comprehensive plan for certain local governments; requires local governments to seek advice from individuals who may be affected, etc. Amends Ch. 163.
