GENERAL BILL by Russell
Water Resources; requires local governments to include projected water use in comprehensive plans; revises procedure for fixing & changing rates to include recovery of costs of alternative water supply facilities; revises limit on amount of revenues received by utility to qualify for staff assistance in changing rates or charges; provides for development of water conservation guidance manual by DEP, etc. Amends Chs. 159, 163, 367, 373, 378, 403.
