Government Accountability; combines Auditor General Office & OPPAGA into Government Accountability Office; requires Auditor General to appoint Deputy Auditor General to direct Policy Analysis & Agency Review Div.; authorizes certain persons to be employed as financial auditor or legal advisor in said office; requires said office to perform followup procedures; requires certain reviews to be conducted by said office instead of OPPAGA, etc. Amends FS.
