Theft/Criminal Punishment Code; requires that unattended semitrailer have kingpin locking device attached to semitrailer; provides that failing to provide locking device is noncriminal traffic infraction; provides that unattended semitrailer may be towed under specified conditions; provides that it is unlawful to possess or use fifth wheel to commit or attempt to commit theft, etc. Amends 316.1975, 921.0022; creates 316.526, 812.0147; reenacts 812.014(1) & (2).
