Life Insurance & Annuity Contracts; provides that certificate of authority is not required for certain life insurance policies or annuity contracts issued by insurer domiciled outside U.S. & covering only persons who are not residents of U.S.; provides criteria, requirements, & limitations; requires insurer to disclose certain information; provides exemption from certain taxes; defines term "charitable organization", etc. Amends 624.402, 627.404.
