Insurance; requires Consumer Services Div. of Financial Services Dept. to designate employee as primary contact for consumers on issues involving sinkholes; authorizes dept. to issue order of conditional release from stop-work order if employer complies with coverage requirements & penalty payment agreement; provides that local government self-insurance fund comply with specified provisions, etc. Amends FS.
