Monopoly Water Utilities/Pasco Co.; provides legislative findings & intent re monopoly water utilities; provides for pilot project for Pasco Co. to facilitate county response to certain consumer complaints; allows county commission to adopt additional technological standards to address issues re black water & rotten-egg odor in domestic plumbing; requires that utilities receive notice of standards & submit compliance plan to county, etc.
