Discretionary Sales Surtaxes; allows charter counties to use no more than 25 percent of revenues received from charter county transit system surtax for nontransit purposes; allows county that meets specified criteria to use proceeds from its local government infrastructure surtax to operate & maintain certain parks & recreation programs & facilities. Amends 212.055.
