GENERAL BILL by Banking and Insurance ; Dockery

Money Transmitters; defines term "unsafe & unsound practice" for purposes of Money Transmitters' Code to include failure to comply with specified provisions of Federal Regulations Code re money & finance; includes business by electronic transfer in business that registrants who sell or issue payment instruments or transmit funds may conduct, etc. Amends 560.103,.109,.114,.129,.208.
