Absentee Ballots; removes requirement that voter's signature on absentee ballot must be witnessed; revises Voter's Certificate & instructions to absent electors to remove requirement of attesting witness; requires that supervisor of elections compare elector's signature to verify registration; amends provision re absentee ballots received from overseas voters, to conform, etc. Amends 101.64,.65,.68,.6921,.6923,.6952,.657.
