Lifeline Telecommunication Services; prohibits local exchange telecommunication company providing Lifeline services from increasing its basic local residential service rate unless local residential rate increase is matched dollar-for-dollar with increase in total Lifeline financial assistance available to customer, etc. Amends 364.10,.105.
