Credit Counseling Services; provides definitions; prohibits certain persons from accepting certain fees or costs from debtors under certain circumstances; provides exceptions; provides disclosure & financial reporting requirements for debt management or credit counseling services; provides disbursement of funds requirements; provides civil penalties; provides for awards of attorney's fees & costs, & for criminal penalties, etc. Creates 817.801-.806.
