Fireworks; redefines term "fireworks"; provides legislative intent; authorizes purchase of fireworks by adult noncommercial users; requires purchasers to submit form to sellers; prescribes standards to be followed by sellers of fireworks; provides for rules; prescribes topics the regulation of which by units of local government is permissible. Amends 791.01; creates 791.081,.082,.083.
