Infrastructure Surtax; limits use of surtax revenues for infrastructure purposes; authorizes portion of surtax revenues to be used for property tax reduction under certain circumstances; authorizes use of portion of surtax revenues for operating expenses under certain circumstances; provides limitations; deletes limitation on issuing bonds. Amends 212.055.
