Insurance; deletes exclusion from application of deceptive & unfair trade practices provisions pertaining to Financial Services Dept. or Insurance Regulation Off.; revises certain authorized actions multiple insurers may engage in together; requires office to provide policy holders with full disclosure of certain rate comparison information each year; provides for consumer participation in review of insurance rate changes, etc. Amends FS.
