Independent Living Transition Svcs.; provides additional case plan requirement for certain children receiving services; provides equal opportunity for participation in continuum of said services for certain youth who have disabilities or mental health needs & for youth who have children; revises eligibility for participation in Road-to-Independence Scholarship Program & renewal of scholarship award, etc. Amends 39.601,.701, 409.1451,.903, 1009.25.
