Beef Market Development Act; creates Florida Beef Council, Inc.; authorizes council to impose assessment on each head of cattle sold in state subject to approval by referendum; provides requirements for referendum on assessments; allows council to accept grants & gifts; provides for legal action to collect delinquent assessments; provides for collection of penalties, enforcement costs, court costs & reasonable attorney fees, etc. Creates 570.9135.
