Student Athletes/Drug Testing; requires Fla. High School Athletic Association to adopt bylaws re steroid use & adherence to coaches code of ethics; requires development of such code; requires said association to make recommendations for pilot drug testing program to test for performance-enhancing drugs. Amends 1006.20.
