Controlled Substances/Pub. Rec.; exempts from public-records requirements information & records reported to DOH under electronic monitoring system for prescription of controlled substances listed in Schedules II-IV; authorizes certain persons & entities access to patient-identifying information; provides guidelines for use of such information & penalties for violations; provides for future legislative review & repeal; provides finding of public necessity. Creates 893.056.
