Public School Student Progression; revises components of school district student progression programs; eliminates guidelines for allocating school district remedial & supplemental instruction resources; provides for retention of students under specified circumstances; eliminates mandatory retention requirements for certain students in grade 3; requires State Board of Education to initiate adoption of rules by time certain, etc. Amends 1008.25, 1002.20,.23.
