Biomedical Research; revises uses for funds credited to Biomedical Research TF; provides that Institutional Review Board within DOH may not review certain research within jurisdiction of Biomedical Research & Ethics Oversight Council; creates Fla. Better Quality of Life & Biomedical Research Act; provides for grants-in-aid program for purpose of conducting embryonic or human adult stem cell research, etc. Amends 20.435, 381.86; creates 381.99.
