Statewide Assessment Program/FCAT; revises provisions re design & implementation of FCAT; authorizes State Board of Education to adopt rules specifying grade 10 FCAT passing scores; authorizes certain accommodations if included in student's individual education plan & access to waiver of grade 10 FCAT requirements for high school graduation; provides field testing & analysis requirements; requires rules for FCAT waiver application procedures, etc. Amends 1008.22, 1003.43.
