Forensic Mental Health [SPCC]; creates Criminal Justice, Mental Health, & Substance Abuse Reinvestment Grant Program within DCFS; authorizes counties to apply for planning grant or implementation or expansion grant; prohibits county from using grant funds to supplant existing funding; creates Criminal Justice, Mental Health, & Substance Abuse Technical Assistance Center; redefines term "qualified practitioner", etc. Amends 394.655, 947.005, 948.001.
