Cigarette Taxes; increases rates of taxation on cigarettes; revises provisions for distributing cigarette tax revenues; deletes obsolete provisions; provides additional distribution requirements; specifies cigarette tax expenditure requirements for Fla. Cancer Council; authorizes council to secure bonding & other financing for certain capital construction projects; authorizes council to award grants, etc. Amends 210.01,.02,.20,.202, 381.921.
