Controlled Substances [LPCC]; includes Salvinorin A on list of controlled substances in Schedule I; provides that use or possession of drug paraphernalia with intent to undertake certain activities concerning production of methamphetamine is felony of second degree; classifies offense of using or possessing drug paraphernalia re production of methamphetamine under offense severity ranking chart of Criminal Punishment Code. Amends 893.03,.147, 921.0022.
