Ad Valorem Millage Rates [RPCC]; provides for annual adjustment to rolled-back millage rate; provides for limitation on millage rate levied by counties & municipalities that participate in state revenue sharing; limits independent special districts to rolled-back millage rate; provides additional certification requirements for local government to be eligible to receive state revenue-sharing funds. Amends 200.065,.071,.081, 218.23; creates 200.082.
