Callin, Haligowski, & Seguin Act [EPCC]; creates "Deputy Michael Callin, Michael Haligowski, & Deputy Ryan C. Seguin Memorial Traffic Safety Act"; authorizes court to withhold adjudication of certain violations re driving without valid license if person cited meets certain conditions; requires written judgment signed by judge & recorded by clerk for cases involving violation of requirements to possess valid driver's license, etc. Amends FS.
