Certificates of Need/Nursing Homes [SPCC]; deletes exemption for nursing homes created by combining licensed beds from two or more nursing homes; provides exemptions from certificate-of-need requirements for certain nursing home facilities; provides criteria for qualifying for exemptions. Amends 408.036.
