Department of Health/State Surgeon General [SPCC]; deletes designation of Health Secretary & includes designation of State Surgeon General as head of DOH; provides duties for State Surgeon General; clarifies that Surgeon General referred to in specified provision is Surgeon General of U.S.; requires Statutory Revision Div. of Legislative Services Off. to change references to Health Secretary to Surgeon General within Florida Statutes, etc. Amends 20.43, 381.0605.
