Biomass Energy/Economic Development [RPCC]; provides definitions; directs DEP, in consultation with Tourism, Trade, & Economic Development Office, to establish program to fund biomass energy projects; requires competitive process for selection of projects funded by program; provides criteria for determining project eligibility & prioritizing funding of eligible projects; requires persons whose project is funded to provide written reports; authorizes rulemaking by DEP.
