Public Defenders & Appointed Counsel; requires designee from public defender's office to serve as chair of indigent services committee in each judicial circuit; authorizes committee to include agreements for cross-circuit conflict representation as part of any alternate models for provision of criminal & civil due process services & representation of indigents; requires Justice Administrative Commission to review such agreements, etc. Amends 27.42.
