Secondary Metals Recycling; Requires additional information to be recorded by secondary metals recyclers; requires specified information to be reported by secondary metals recyclers for specified transactions; provides for forms; provides penalties for violations; prohibits purchases of certain regulated metals from minors; prohibits purchases of certain metallic wire; provides exceptions, etc.
