GENERAL BILL by Community Affairs ; Margolis

Discretionary Surtax on Documents [RPCC]; Extends a future repeal date of provisions authorizes counties to levy a discretionary surtax on documents. Limits the percentage of surtax revenues that may be used for administrative costs. Expands requirements for counties levying the discretionary surtax to include a housing plan, an affordable housing element, and annual reporting requirements. Revises criteria determining liability for payment of the tax, etc.
