Mental Health and Substance Abuse Services [SPCC]; Specifies roles and responsibilities of the DCFS. Creates community-based systems of care. Authorizes the implementation of managing entities by the DCFS. Establishes a process for contracting with managing entities. Specifies qualifying criteria for managing entities. Provides for evaluations and reports. Provides for a monitoring process, etc.
