Reproductive Health Services and Family Planning; Creates "Prevention First Act"; provides duties of licensed health care practitioners, health care facilities, & pharmacies with regard to rape survivors; requires DOH to provide information regarding emergency birth control; requires pharmacies to dispense emergency birth control under certain circumstances; authorizes civil actions; provides penalties.
