Taxation of Moist Smokeless Tobacco Products; Defines term "moist snuff"; revises definition of term "tobacco products" to include dry snuff; provides for tax upon distribution of moist snuff at specified rate per ounce; requires that such tax be computed based on net weight as listed by manufacturer; provides for tax upon use or storage by consumers of moist snuff at specified rate per ounce; requires that such tax be computed based on net weight as listed by manufacturer, etc.
