Postsecondary Education; Redesignates names of certain community colleges as colleges; creates Florida College System to be comprised of public postsecondary educational institutions meeting certain criteria; authorizes name change under certain conditions; provides for local boards of trustees; creates Florida College System Task Force to develop recommendations for transition of community colleges to baccalaureate-degree-granting colleges, etc.
